The Gulf buys toys differently from most markets. Volumes are large, retail is modern, and the rules on what a shipment needs before it lands are strict enough that a container without the right certificates is not delayed — it is sent back.
Here is what buyers in the UAE, Saudi Arabia and the wider region should know before ordering, and what we can and cannot do from the factory side.
Certification: the Gulf Conformity Mark
Toys entering the Gulf Cooperation Council states are covered by the GCC technical regulation on children’s toys, which applies to toys intended for children under fourteen. Conformity is demonstrated by the Gulf Conformity Mark — the G-Mark, and it is affixed to the product or its packaging.
In practice a manufacturer works through a notified body, which carries out a conformity assessment of the technical file and issues the certificate. Alongside the G-Mark, the product carries the GSO Conformity Tracking Symbol, which is the mark plus a QR code.
Two details catch importers out. The conformity declarations — manufacturer’s and importer’s — have to be drawn up in Arabic and English, and so does the safety information and instruction material that accompanies the toy. Packaging artwork approved in English only is not finished artwork for this market.
Saudi Arabia adds a layer
Importing into Saudi Arabia runs through the SABER platform, and it requires two separate certificates: a Product Certificate of Conformity (PCoC), which is issued per product and valid for a period, and a Shipment Certificate of Conformity (SCoC), which is issued for each consignment.
Both have to be in place before the shipment arrives. Certificates obtained after arrival are treated as non-compliance, and a container that reaches Saudi customs without the required documentation in SABER faces re-export at the importer’s expense rather than a delay.
That is the single most expensive mistake a buyer in this region can make, and it is entirely avoidable if certification starts before production does.
What we can provide, and what we cannot
We are the manufacturer in China. We cannot issue a G-Mark, a PCoC or an SCoC — those come from notified bodies and approved conformity assessment bodies, and your importer or authorised representative arranges them.
What we can do is give your certification body what it needs: accurate product data and material information, the model reference, the test reports that exist for the product, and the commercial documents for the shipment. Start that conversation early and the certification runs alongside production instead of after it.
What sells here
Gulf retail is a gift market as much as a toy market. Packaging matters more than it does in some other regions, and the boxed, shelf-ready format sells better than bulk packing. Larger formats and higher-value items do well, because the average transaction is higher than in a market stall somewhere else.
Seasonality is different too. The outdoor season here is the winter months, not the summer, and the retail calendar follows its own peaks. Buyers who plan on a European summer calendar arrive late to their own season.
And bear in mind the climate for anything containing liquid. Bubble solution shipped to and stored in high temperatures needs packaging that will not weep, and a sealed inner bag is worth asking about for any liquid product going into this region.
